Applications for participation in the project are open to people owning between 10 and 300 hectares of ground; the upper limit for village cooperatives is 600 hectares. As such, owners of very small plots of land and large scale land owners cannot participate; in practice owners of small plots of land participate as part of a cooperative. The upper limit was set at 300 hectares to prevent large areas of forest being owned by a small group of land owners. A large group of owners spreads the responsibility and the risk and offers marginal groups a chance of participation in this FSC certified project. This approach in involving the local population ensures the success of the project. As this creates a lot of work for Profafor, large scale land owners are able to participate in the project on the strict conditions laid down by Face for their large foreign projects. These are that the majority of new forests contain indigenous tree species and have a long rotation period.
